Wordpress Plugin Expert for Ratings Plugin

I'm looking to hire someone to either customize or create a ratings widget that does this:

Quotes About Inspirational Quotes (1329 quotes)

Urban Dictionary: booty

It should be simple! I want the plugin to sort the posts by rating. The highest "liked" post goes to the top and the lowest the bottom.

I want it to display how many people liked the post too. If the icon can be changed easily for each site that would be helpful too.

Please advise time-frame. If you will be customizing a plugin or creating it from scratch. How much you will charge me?
