Contextual Link Builder Wanted for Gardening Site (Monthly)

Hi, I run a small consulting firm and I want to outsource the below work to a reliable and high quality provider. Strictly not interested in spammy or low quality providers who will harm my reputation.

Below is the request sent from my client (in their wording):
We need a good, dedicated person to do our linkbuilding on relevant dofollow sites using some contextual keywords we must rank high in serps for as well as other means of relevancy approaches.

Id like to know what you\'d charge, what you\'d do and how much of what you\'d do as well as the cost to link build only. No on page optimization, pure link building on good pagerank relevant (Gardening etc) sites only.

Im link building with contextual for \"online nursery\" and it\'s climbed from 13 to 3. But I have no time for SEO work. We own 4 sites, if your affordable and can summarize what you do and a decent price.
