Core files stored in FTP

Quick story: I just had a website created for my company. I still owe my designers over $3000 but I want to make sure that the site works correctly. So, we have the agreement that we'll be able to use the site to earn the income to pay them the rest of my bill. He's scared I would take the website and put it on my hosting and never pay him. So he won't give us the FTP.

I hope this makes sense.

I'm not a tech person at all but I have a Virtual Assistant that's taking over my new website. She needs to be able to upload pictures, logo, content, etc... to the website. I'm not asking for core files. But my VA needs to implement a few changes that I know I can do without FTP access. *** IS THIS TRUE?

Please tell me what you need from me...This isnt wordpress its custom, so editing the footer etc are part of the core files stored in FTP. Tell me what you need and I will get it you. *** IS THIS TRUE?

Please help!!
