Designer needed to "Tweak" Template RUSH JOB!

Hi Guys,
I "had" a person that was supposed to tweak a template for me and code it to WordPress.
After almost three weeks of getting nothing (literally) but excuses, I have lost my $xxx deposit, and PayPal told me to go "whistle" for a refund, as it was a "non-tangible" purchase, Great! so now I'm back at square one with an angry client asking "wheres my website!

Here is what I need doing:

The preview of the design I need coding can be seen here: southwestfloorcoatings.ca/template.jpg


I also wanted a "left navigation area" designed for the sub-pages, - you could just put several "text" links in there and I could customize them later. Also the top Horizontal Navigation area, those could be text links too. If you offer design services, I also have a nice new logo that will be added to the template/design.

I do have WordPress installed and ready for the work to be done.
