Webmaster tools was never designed to show all of the links, that is why you will want to pull links from all of the major backlink checkers.

Keep in mind though that the disavow tool won't help...

Heck yes they work. They are the best links you can buy, however as you noticed things have slowed down a bit. Meaning that I think Google now analyzes incoming links and doesn't credit them...
