PR N/A is given to sites that haven't been live through a Google PR Update and PR 0 is for sites that have gone through a PR update but aren't worthy of anything higher than PR0.

Don't work at getting backlinks from high PR sites/pages. Work for backlinks from relevant page content, and having it be on an authority site is a bonus.

IMO I'd say no to $149/month with SeNuke. I use a crack version of SeNuke simply for the ability to create the accounts. Then I make the backlinks using those accounts over a period of time.
